Hostile Work Environment without sexual harrassment

I have a situation that is not acceptable. I work in Human Resources and they treat their people so poorly it is not funny. We are suppose to treat people like a human beings not in this department, but if we do not treat our employees correctly we hear about it.It has come to this I do not look forward to going in to work everyday for I know that I will do something wrong in her eyes. I have been there for almost 10 years with no problems. She comes in and I am written up for being out. I had close to 400 hours of sick time to my advantage and I get reprimanded. Our new boss has been there for 7 months and created such havic in the department it is not funny. She constantly reminds you that you make mistakes and does not put it too rest. Does not speak to you all day long unless it is business. Then wants it done in minutes with a cc to her when it is done. If you do not respond you are reprimanded. When she gives you a task she stands there until it is done, and when you give her an answer she second guesses you no matter what. She treats us like dirt and the whole department sees this. She has no managerial skills that is evident by her resume but they still hired her the unfair treatment shows.Do i have any recourse it is also another collegue in the department not just me, but I am treated worse. I have gone to Labor management and they are no help they say just get out and that is that. Now this is Human Resources they are setting a great example. Do I have any recourse? Of course there are other situations. Her refusing my vacation which I gave her 4 months notice she never said yes no maybe when I told her it took a week to get back to me. So at that point I had booked it. I have taken a vacation for the last 5 years at the same time now it is an issue. I guess with me the issue is. Pulling you in the office 10 miinutes before you leave to reprimand you then you leave for the weekend. Then you realize how unprofessional she is. Can you give me any kind of advise. I am so stressed and of course in Human Resources we have no union. Thank you
